Wood energy facilitators – private sector

Context

In May 2001, the Ministers José DARAS for energy and José HAPPART for rurality signed a draft agreement aiming at creating about ten pilot projects using wood as fuel. These projects concern Walloon municipalities. This is the wood energy and rural development plan. Besides, there are many wood energy utilization projects in the wood industrial sector (energy utilization of by-products). However, we can hardly talk about a wood-energy sector in Wallonia. With the aim of structuring this sector, the Walloon Region choosed two wood energy Facilitators :
- the Walloon Rural Foundation for the public sector ;
- ValBiom (c/o CRA-W, Agricultural Engineering Department) for the private sector.

Objectives

The main objective is to develop the wood energy sector in the Walloon Region. Especially concerning the wood energy Facilitator – Private sector, it aims, among other things, to to multiply achievements in the private sector (individuals, enterprises, housing sector, tertiary activities, …), to take care of structuring the wood energy sector upstream (guarantee of supply and distribution logistics), to bring the wood energy sector to its optimum regarding the resource availability, to arouse dialogue and exchange between all the public and private protagonists making up this new sector.

Description of tasks

The main missions to be carried out are :

- general situation of the sector : main experience, obstacles and problems met up to now in the private sector ;
- information missions : pro-active information (especially to federations and associations of enterprises, associations involved in the wood energy sector), information on demand (to project bearers, protagonists of the sector, …), medias, publications (writing of various documents, in agreement with the Administration and the Cabinet of the Minister responsible of energy) ;
- support to the administration : identification of obstacles and problems (identifying, analysing and suggesting solutions, organizing dialogue and exchanging points of view), study and follow-up (impacts of the sector’s development on the Walloon economy, society and environment ; quantified monitoring of the sector’s development ; relevant opinion on the feasibility studies to be carried out by independent research offices), accompaniment and participations (appraisal on different regulation points, taking part in various bodies and events, …) ;
- others (taking part in the organization of administrative tasks linked to the execution of the “supervision of the wood energy and rural development sector” in cooperation with the other operators, every other missions suggested by the wood energy pilot Committee).

Expected results

The main expected results are at first a better knowledge by individuals and enterprises of the wood energy sector in the Walloon Region (wood, housing tertiary sectors, …) and therefore a better knowledge of available ligneous fuels (jagged wood, wood pellets, ...) and of the energy utilization techniques (automatic furnace, wood cogeneration, …). This must then lead to the setting up of concrete projects in the Walloon wood energy area. At last, we must be able to structure the wood energy sector and make it professional.
